Installing the certificate for the UW/IST Certificate Authority (CA) in a browser requires that you click on the link and follow the instructions. The certificate is delivered to your browser as a Web document of the right type (it's not an HTML page for display) and the browser leads you through the installation.
With IE, you'll get a dialog asking to Open or Save. Choose Open. If you are asked to allow Crypto Shell Extensions, then choose Allow. When presented with the Certificate dialog, click on Install Certificate. In the Certificate Import Wizard, just click Next and accept the defaults with a final click on Finish. Click OK to close the Certificate dialog.
Firefox will present a Downloading Certificate dialog. Make sure the Trust this CA to identify web sites box is checked, then click OK.
